I want to visit rural or semi-urban China under budget tour. Please advise

Well noted that you want to take a budget china tour and hope to visit some rural or semi-urban area of China.

Budget tour
I suggest you take some group join-in tours, which cost less than private tour if you do not have special requests on food and do not mind the tour includes some shopping stops. We only have group join-in tours in Beijing, Xian, Guilin, Shanghai and Hong Kong. 
Therefore, if you hope to do budget group join-in tour, they are the only choices. 

China tour to rural or semi-urban area
In the above 5 cities, Beijing is a large city, the capital of China. it is famous for Greal Wall, which is worth to visit. 
Xian is a historical city, well-known for Qin Terracotta Warriors.
Guilin is a famous tourism city in China for its pretty nature landscape and countryside view of Yangshuo. 
Shanghai is the largest modern metropolis in China, but it is possible to visit the surrounding area of Shanghai by taking group join-in day tour.
